The first filter enables free shipping by returning true. 

The second filter sets a minimum cart total for free shipping, but this is optional. 

You can set the minimum cart total to any value you’d like. If you don’t want a minimum, simply remove the second filter.

Once you add this code, free shipping will be enabled on your WooCommerce store.
